How the NPAA Will Support and Manage Pigeons in UK Towns

The National Pigeon Advocacy Association (NPAA) is developing a humane, effective and community-focused approach to caring for pigeons in towns across the UK. Instead of relying on outdated and ineffective “pest control” methods, we will work directly with local councils to create sustainable solutions that benefit both pigeons and the communities they live in.

Here’s how the NPAA model will work:

1. Partnership with Local Councils

We will collaborate with councils to replace harmful control methods with ethical, science-based management. As part of this, we will request the use of an empty or unused building in each town.

2. Creating a Safe, Purpose-Built Roosting Space

The chosen building will be adapted into a dedicated pigeon roost. By providing food and a safe environment, we will naturally encourage local pigeons to roost in and around this one designated place — rather than scattering across town.

3. Health Monitoring & On-Site Care

Once pigeons routinely roost inside the building, trained volunteers and NPAA specialists can:

  • Monitor their overall health

  • Provide medication when needed

  • Treat stringfoot

  • Rescue injured birds

  • Track local flock welfare

This centralised care dramatically improves welfare and prevents suffering that would otherwise go unnoticed.

4. Ethical Population Stabilisation

Inside the building, we will manage nesting areas. When pigeons lay eggs, our team will humanely replace them with dummy eggs. This allows the birds to complete their natural nesting cycle without producing chicks, gradually reducing the flock size to a healthier, more sustainable number.

5. A Smaller, Healthier, Thriving Flock

With consistent care and responsible population management, each town will have:

  • Fewer pigeons

  • Healthier birds

  • Less mess and fewer complaints

  • A compassionate, long-term solution that works

6. Community Involvement

Local residents who love pigeons will be invited to volunteer, help monitor the flock, assist with daily care, and be part of a positive change for wildlife in their town.
